The view of the fountain fits very organically against the background of the Rudolf Schweitzer Kumpen Art Gallery. The building was built in 1886 in an eclectic style with a classical texture by the architect Ion Sokolescu, whose original purpose was the town hall of the city commune of Pitesti. The building is built on two levels: on the first and second floors, access to the first floor is by a staircase made of Albesti stone, topped with an open terrace, with access from the inside, supported by limestone columns with Corinthian capitals. On the upper ground floor, there is a large entrance hall that leads to the symmetrically decorated side rooms and upstairs via a monumental marble staircase. The meeting room has a large ceiling decorated by the artist Joseph Materna.
